New Guidelines on Registrations for Dalai Lama Teachings

The Office of His Holiness the Dalai Lama in a recent circular has announced new guidelines on registrations for His Holiness the Dalai Lama teachings carried out in his residential town of Dharamshala, India. The new guidelines apply to every type of devotee planning to attend teachings in Dharamshala.

Former staffs of the office of His Holiness the Dalai Lama as well as the Central Tibetan Administration are not required to apply for separate registrations for His Holiness the Dalai Lama’s teachings in Dharamshala as their identity cards from respective organisations would be sufficient.

While there were registrations made by Department of Security for every teaching in the past, now a registration can be used throughout the year. This can be applicable for those who’re working in Dharamshala based Tibetan organisations and monasteries such as Men See Khang, Delek Hospital, Norbulingka, TCV, etc and the residents of Dharamshala.

However, a Tibetan applying for registration should have their RC registered in Dharamshala or at least should have it properly mentioned their date of departure from the previous residence and reported in Dharamshala and extended for at least for twice in Dharamshala. If the resident person does not fulfil these, a supporting letter from Dharamshala Settlement Office is required.

As for Indians, they are required to furnish a valid identity card which has their permanent address mentioned at the time of registration.

Foreigners residing in Dharamshala are instructed to be able to furnish a Residential Permit (RP) from Kangra District Police with a minimum approval of five years.

With the new guidelines, it is also instructed that applicants can register for their permits from the Mcleod Ganj branch office of Department of Security, CTA from January 15, 2019 to January 25, 2019 at a minimal fee of 20 rupees.

His Holiness the Dalai Lama is scheduled to carry out two series of teachings and attend a long life prayers offering ceremony in the month of February this year. These teachings and the ceremony are scheduled to take place at the Main Temple in Dharamshala, HP, India.

    With requirement for RC and two extensions in Dharamsala, a newly arrived Tibetans will be barred from attending his teachings. Why? Newcomers can’t get RC easily, and many live as illegals.
    Maybe something needs to be done for those people? 80 Tibetans who arrived in India last year wouldn’t be able to attend HH teachings, which is ironic.
