A 60-year-old Chinese national has been arrested by Himachal Pradesh Police in McLeod Ganj, Dharamshala, for allegedly residing in India without a valid visa, prompting heightened security scrutiny in the area that serves as the home of His Holiness the 14th Dalai Lama.

The arrested individual has been identified as Lou Wennian, a native of Sichuan province in the People’s Republic of China. According to officials, his passport was issued in Yunnan province. Preliminary investigations suggest that Lou may have previously served in the Chinese police, although authorities said his service history and current background are still under verification.

Entered via Nepal, Stayed Without Valid Indian Visa

Police stated that Lou entered India through Nepal in late September 2025. At the time of his detention, he was reportedly in possession of only a Nepali tourist visa valid from June 29 to September 26, 2025. He did not hold a valid Indian visa authorizing his stay.

Despite the expiry of his permitted period, authorities allege that he continued residing in rented accommodation in and around McLeod Ganj for nearly 130 days.

An FIR has been registered under Section 14 of the Foreigners Act at the McLeod Ganj police station for illegal stay in India. Police also noted that the mandatory Form C — required for foreign nationals renting accommodation — was not submitted. Legal action is expected against the property owner for failing to comply with reporting requirements.

Security Sensitivity Around Tsuglagkhang

McLeod Ganj houses the Tsuglagkhang Complex, which includes the Dalai Lama’s official residence and remains one of the most sensitive security zones in India due to the presence of the Tibetan spiritual leader and the broader Tibetan exile community.

Authorities have intensified scrutiny of the suspect’s movements. CCTV footage across the area is being examined, and Lou’s mobile phone and electronic devices have been seized for forensic analysis. He is being questioned with the assistance of a Chinese language expert, as he is not fluent in English or Hindi.

Kangra Superintendent of Police Ashok Ratan confirmed that central intelligence agencies, including the Intelligence Bureau (IB), have been informed of the arrest.

Sources further indicated that approximately four lakh Chinese yuan were found in the suspect’s bank account, a detail investigators are examining as part of ongoing inquiries.

Broader Concerns Within the Tibetan Exile Community

While authorities have not publicly established any motive beyond visa violations, the incident has generated unease within the Tibetan exile community.

McLeod Ganj is not only the residence of His Holiness but also home to thousands of Tibetans who escaped political repression in Tibet and rebuilt their lives in India as refugees. Many remain stateless and rely on India’s continued hospitality and protection.

Given the history of political tensions surrounding Tibet and longstanding concerns about surveillance of Tibetan communities abroad, incidents involving Chinese nationals residing unlawfully near key Tibetan institutions inevitably heighten community anxiety.

Community members have emphasized the importance of a thorough and transparent investigation to ensure the safety of refugees, the security of religious and administrative institutions, and the continued protection of Tibetans living in exile.

Police stated that the suspect was taken into custody after his suspicious presence was reported to the security branch of the Kangra SP’s office. Investigations are ongoing to ascertain his background, intent, and activities during his stay in the region.
